President and CLO

John G. Peters, Jr., Ph.D. serves as president and Chief Learning Officer of the IPICD. A former administrator of a medium-sized police department, police officer, and deputy sheriff, Dr. Peters is an author of more than 400 publications, and is a judicially-qualified expert witness. In addition to his undergraduate criminal justice degree from the University of Baltimore, Dr. Peters holds 4 graduate degrees that includes a Ph.D. in Applied Management and Decision Sciences, and a California CLEAR teaching credential. He has conducted primary research on the SafeWrap Lateral Restraint System (with Darrell Ross, Ph.D.), Artificial Intelligence Use in Law Enforcement Agencies (with John Black, D.B.A.), Spit Restraint devices (with A. David Berman, M.S.), The WRAP Restraint System, sexual harassment in public safety agencies, criminal investigation management, and hypnosis as a learning tool. Dr. Peters is a graduate of several AI programs from leading institutions including the Massachusetts Institute of Technology Sloan School and Computer Science and Artificial Intelligence Laboratory (CSAIL), University of Las Vegas, and the Whiting School of Engineering, Johns Hopkins University. He has also taught research methods and statistics at the undergraduate and graduate levels.  Dr. Peters served as Executive Director of the Americans for Effective Law Enforcement for five years, and is co-founder of Shield Public Safety Training, Inc.
